Neils Kalnins

Chairman of the Board

Neils’ rich experience is based on his long job career – more than 10 years experience in the evaluation, coordination and management of local and international projects. His key specialization is in team management, regional development and the elaboration of policy planning and development documents for the private and public sector.

 

Before the foundation of the company NK Consulting, Neils has developed and implemented international tourism and regional development projects in Latvia and Estonia and it was these professional experiences that helped Neils manage the Latvian Youth Hostel Association and Vidzeme Tourism Association as well as assist in the development of Vidzeme Development programme for Vidzeme Development Agency.

 

But Neils believes that experience can only be of assistance to someone when coupled with knowledge and information. For this reason, in addition to his BSc in Business Administration from the University of Latvia, he has also completed his Masters in Business Administration – business and institutional management. Neils is always looking for ways to expand his experience and has attended courses and seminars in Latvia and abroad.

Liga Neilande

Head of Legal service department

Within NK Consulting Liga is Head of Legal service department, responsible for legal, public procurement and public-private partnership issues.

 

Liga has more than 3 years experience on public-private partnership issues, which was gained working in the State Agency “Investment and Development Agency of Latvia” initially as PPP Department project manager, and later – as the Head of the PPP Department. Since 2006 Liga has lectured and given presentations on PPP issues in more than 20 seminars and conferences in Latvia and abroad. Liga has rich experience in legal PPP issues and elaboration of PPP (incl. Concession) contracts, and preparation of PPP tender documentation. As an expert she was involved in the drafting of the Law On Public-Private Partnership.

 

In parallel to working on PPP issues, Liga as a lawyer has provided consultations to public and private entities on contract, administrative and international law, and has elaborated tender regulations, contracts and other documents necessary for the operational work of a company. Liga has rich experience on public administration issues.

 

Liga has acquired the qualification “Lawyer” and MSc in Law.

Normunds Luksa

Head of Transport and Infrastructure Development Department

Normunds started working in NK Consulting in September 2007. He has extensive experience in the elaboration of feasibility studies within various spheres, business plans for public and private entities, implementation of quality management systems, financial analysis and modelling, as well as elaboration of studies. Previous job experience was gained in the position of quality manager in “Rigas Restauracijas Birojs” Ltd. , implementing the quality management system, and in the Association of Latvian Artists and position of executive deputy of “MS Saimnieks” Ltd., where  he elaborated the real estate development concept and providided financial management of the company.

Normunds’ tasks in NK Consulting include project preparation and management, consulting on public private partnership issues, as well as the elaboration of feasibility studies. From September 2008 he is the Head of the Transport and Infrastructure Development Department.

In 2003 he obtained BSc in business management, and in 2005 – Professional MSc in business administration at the University of Latvia.

Elza Ozolina

Project Manager

Transport and Infrastructure Development Department

Elza is Project manager in the Transport and Infrastructure Development Department, where her main tasks include: coordination and searching for foreign experts to be involved in joint projects and tender applications. Since initially Elza worked as PM assistant in tourism projects, she still is involved in such projects from time to time.

Prior to NK Consulting she gained experience in tourism and translation, working both for the public and private sector. She has also worked as project manager at the Kurzeme Regional Development Agency specialising in coordination of ERDF activities and work with the Operational Programmes.

In 2005, Elza received her Bachelor of Arts in German Philology and parallel to this, studied at Philipps-Universität in Marburg, Germany. She has also participated in a variety of project management, strategic planning and team-building courses. Currently she is enrolled in the MBA programme ar Riga International School of Economics and Business Administration (provisional graduation – 2011).

Gatis Pavils

Project manager

Strategic and Spatial Planning Department

Gatis joined NK Consulting in October 2010, where he is involved in the elaboration of municipal development programmes and strategies.

 

Before joining our team, Gatis has worked for: Ministry of Environmental protection and regional development, where he organised fundraising from Danish Environmental protection agency for various environmental protection projects; Kemeri National Park, where he implemented a LIFE project; Riga City Council, where he worked with the planning, deisgn and implementation of the Riga Northern Transport Corridor project.

 

In parallel to the permanent job Gatis has also been active in the environmental protection and nature and culture heritage promotion since 1991; lately – especially publishing information also on the Internet.

 

Gatis has graduated from University of Latvia in 1993, where he acquired BSc in Geology, and in 2004 – Honour MSc in Environmental administration, which included also one-year studies in Sweden.

Vilnis Preimanis

Expert-Analyst

Strategic and Spatial Planning Department

Vilnis Preimanis joined NK Consulting in summer 2008 in the position as Expert-Analyst. Preceding rich work experience was gained working for the Investment and Development Agency of Latvia (IDAL) in the field of Public private partnership (PPP).

 

Currently  Vilnis is involved  in PPP project preparation, development and management, identification and development. Prior to his career in the IDAL experience was gained in the preparation of project applications and elaboration of development documents working for Lielvarde municipality, where his duties included: consulting on fundraising issues, preparation and supervising of annual municipality budget and other duties as the Senior Economist – Project coordinator. Experience in the appraisal and monitoring of investment project applications was gained working for the Ministry of Economics of Latvia, Department of State Investments.

 

Vilnis has obtained the Bachelor degree of Business Management at the University of Latvia in 1996 and Master Degree of Business Administration in 1998.

Vineta Dadeka

Lawyer

Legal service department

The tasks of Vineta, lawyer at NK Consulting, include consulting about commercial, labour, administrative, construction and contract law issues; besides Latvian, she is drafting the legal documents also in Russian.

Vineta has been employed as lawyer in various industries and has been working for public sector, including The State Chancellery, Road Traffic Safety Department, Health Inspectorate, and private entities, where she was working as lawyer and human resources’ manager.

Since 2006 she is qualified lawyer and since 2007 – Masters in Law, with the focus on administrative and contract law. She has studied legal framework of environmental noise issues in depth and published the findings in the weekly magazine for lawyers Jurista Vârds. Vineta is also 1st award winner of the Riga City contest for students about sustainable development of Riga.

Evisa Krumholca

Project Assistant

Evisa joined NK Consulting in August, 2011 as and Assistant Project Manager. Currently she is working on the project „Wise Management on Countryside”.

 

Evisa has gained experience as sales manager in international airline company „Austrian Airlines AG”. She also has practiced as a secretary-project manager in a Latvia based company carrying out project applications to the projects announced by Rural Support Service.

 

In addition to her responsibilities at NK Consulting Evisa continues to work as a freelance translator (German-Latvian and vice versa) as she has obtained 5th level highest professional education diploma in 2008 in Riga Technical University.

 

Sometimes she challenges herself by doing translations from English to Latvian as she is always opened to new sources of knowledge and experience.

Zanda Kalnina

Personnel Manager

Zanda has been the office manager and accountant – Project Manager at NK Consulting since it was founded in 2002, currently working as Personnel Manager. Zanda also has more than ten years experience working for JSC “Latvijas Gaze”, where she gained experience in business administration and strategic development, where she was working as secretary of the board.

Zanda has obtained the BSc and MSc diplomas at the Economics and Management Faculty, University of Latvia. She has also studied management, accountancy, record keeping and labour safety in courses in Latvia, England, Scotland and Austria. Another master degree Zanda has acquired in Personnel management in 2011.

Laura Pole

Office manager

 

Laura joined NK Consulting in August 2011 as Office manager.

 

For several years she has been working in administration for private, banking and public sectors, as well as in the tourism and hospitality sector. Laura has worked as Project assistant also in several projects by the State Regional Development Agency, Latvian Investment and Development Agency and the Ministry of Environment.

 

Her principle in life – “You never stop learning”. She has graduated from Riga Business School, where she studied advertising and at present she is studying tourism and hospitality management in the School of Business Administration “Turiba”. Laura has extended her knowledge by participating in an international youth conference in the Netherlands - „European Youth Leaders Conference on Human rights, Social Inclusion and Youth Participation_2010”.
